Can you just rebuild trout waters that have been destroyed by the flood from 2011. There's a trout stream inside Fort Indiantown Gap that was washed out by the flood. I was walking the stream yesterday and have mapped out some areas where to build some areas of depth. Is this legal to do, and if not who do you contact about rebuilding ?
